Prefer a deterministic rule, then a pipeline, then an agent. Escalate only when the simpler form cannot handle uncertainty or tool choice.
The method has failed when a fluent artifact is treated as proof, authority is implicit, the claim outruns its evidence, or the process cannot be stopped and audited.
